Rules for Residents
(Rules for each municipal drop off site vary -- contact
the respective jurisdiction for information or go to the "LINKS" page to
connect with each web site)
The First Regional Compost Authority
appreciated your cooperative recycling effort. This cooperative
effort amongst the original 5 jurisdictions provides a spacious drop off/pick up area for your use.
Please read the following:

Please observe and follow the directions
to utilize the intercom system. The intercom will alert
Attendant of your arrival. Just pull up to the STOP SIGNS and press
the button. If NO answer or a sign in place saying to proceed, then
proceed to drop off.

If any customer wants to be loaded with
Mulch or Compost, proceed to the main gate and wait for Attendant.

Show photo identification or permit prior
to drop off or pick up.
-
Contaminated materials are subject to
tipping charge.
-
Drop items in designated areas only or by
direction of the Attendant.
-
Attendant has the right to refuse any drop
off materials.
-
NO COMMERCIAL VEHICLES FOR PICKUP.
-
$15.00 per vessel loading charge if any personal
vehicles are loaded with finished product by Attendant (exact change
appreciated).

Grass clippings accepted

Tire Recycling -- Minimal charge (see

Central Processing Site Accepts:

Leaves -- loose or in brown bio-degradable
bags.

Brush (natural & untreated wood) -- Up to 12"
diameter Bigger pieces and stumps need prior approval before drop
off.

Christmas Trees -- free of tinsel, lights,
ornaments and plastic bags.

Yard Waste -- hedge trimmings, garden and
plant residue.

Grass clippings (see special rules below).

Tire Recycling (see special rules below).

Grass Clippings & Sod Rules and Regulations:
-
DEP permit and the FRCA Board approved the
acceptance of grass clippings and sod at the processing site ONLY. There will be
no resident drop off at any of the Township/Borough sites.

FRCA will not accept any residential grass
clippings and sod from any vehicle other than that listed below:
-
Pick-up truck (6-foot bed)
-
Pick-up truck (8-foot bed)
-
Small trailer (up to 8 feet)
-
Passenger vehicle
-
There will be NO charge for participating
Authority residents to drop off grass clippings and sod unless using a vehicle not
listed above.

Proper identification or permit is
required.

Resident drop off will take place by bag or
container ONLY. No bulk acceptance by resident unless researched by
Director of Operations and approved. Residential drop off by any other
means could be billed based on the grass clippings and sod rate schedule.

Resident drop off will not be permitted to
leave any bag or container at the drop area.

FRCA reserves the right to refuse any grass
clippings and sod based on the condition of the clippings, the inability to
transport the clippings, or if the processing center is at capacity.

Limitations on the quantity of grass
and sod delivered to the site may be imposed at any time and without notice. This
is at the site attendant's discretion.

Tire Recycling
Starting April 1, 2011
the FRCA will be accepting used tires for a minimal fee. The tires will be
collected and used in local cement mills. There are specific rules for the
drop off of the tires listed below.
CASH ONLY for
residents using this program.
Residents from participating Municipalities ONLY.
Any commercial account
that utilizes this program will be invoiced on a monthly basis. The tire
drop off charge will be in the same invoice as the brush drop
off invoice but noted differently in the itemization unless requested
differently by the customer. Below are the specific rules that need to be
followed:

ALL
tires will be free from dirt, water and rims and have the ability to roll.

The
smallest acceptable size can be no less than 17”
inches in diameter.
-
The
largest acceptable size cannot exceed 17” wide and/or 48” in diameter.

Auto tires – (rim area/ hole in tire)
can measure between 12”-19”
-
Truck tires – (rim area/hole in tire) can measure between 20”-24”
CHARGE:
Auto tires : $4.00 per tire
Tractor trailer tires : $16.00 per tire
· Commercial
Accounts -- NO tire drop
off will occur unless a credit application is filled out and approved.

Limitations of the quantity of tires delivered to the site may
be
imposed at any time & without notice at the site attendant’s discretion
regarding concerns of the legitimacy of the source or contamination of
the delivered material.
FRCA reserves
the right to refuse any tires dropped off based on the condition of the
tires, the inability to transport the tires, or the Processing Center is at
capacity of stored tires or a stoppage of the program
